In 2025, REID worked with the OECD SME and Entrepreneurship Centre to assess the implementation and early outcomes of Spain’s Start-up Law (Law 28/2022) and to support the development of a monitoring and evaluation framework.
The work examined the performance of the Spanish start-up and scale-up ecosystem around two years after the introduction of the law, combining quantitative indicators and qualitative analysis to assess entrepreneurial outputs and key ecosystem conditions. The assessment focused on how far the new legal framework is contributing to strengthening business dynamism, innovation, and Spain’s attractiveness for entrepreneurial talent and investment.
The study formed part of a broader OECD project, including an analysis of the relevance, implementation and initial effects of the Start-up Law, as well as a practical manual proposing frameworks and indicators to support the long-term monitoring and evaluation of its impact.
