REID, in partnership with Kostas Karamarkos, carried out a strategic study for the European Commission's DG REGIO and the Greek Ministry of National Economy and Finance on strengthening the competitiveness and innovation performance of the Greek economy by better targeting knowledge-intensive SMEs. Building on a comprehensive review of evidence and extensive consultations with national and regional stakeholders, the study proposed a strategic framework to 2035 to consolidate past investments and help close Greece’s innovation performance gap with Mediterranean peers.
Key recommendations focused on governance reform — including the consolidation of research and innovation competences within a single ministry and the establishment of a Hellenic Innovation Agency to unify fragmented support structures — alongside an integrated set of 11 strategic measures designed to boost innovation performance, skills and sustainable industrial transformation.
The work aimed to inform adjustments to current programmes but also prepare for beyond 2027 (setting targets to 2025) through piloting experimental actions and provide key inputs for the future National-Regional Partnership Plan to deliver a decade-long innovation boost for Greek SMEs.
